What Telegram is, and is it safe
Telegram is a cloud-based messaging app focused on security and speed; ordinary chats are encrypted in the cloud, and secret chats use end-to-end encryption.
Is Telegram safe, can others see what I chat about
Relatively safe, but you must distinguish between two types of chat. Ordinary chats (cloud chats, the default) are encrypted both in transit and when stored on servers, but the keys are kept on Telegram servers, so in theory the server side can read them; this is not end-to-end encryption.

By default, no. Telegram mainly relies on usernames (@username) for mutual adds; the other person does not need, and cannot see, your phone number to add you.
